When Behavioral Safety Evaluation Fails: A Representation-Level Perspective
Large Language Model (LLM) safety has often been evaluated at the behavior level, which provides limited evidence of internal robustness, as these evaluations target outputs rather than representation-level vulnerability under intervention.
